REPORTED OUTCOMES

What the Programme Reports

HOPE-EDU has moved into implementation following World Bank approval in March 2025 and programme effectiveness in February 2026. Official programme documentation reports implementation of activities around structured pedagogy, teaching and learning materials, teacher development, access interventions, non-formal basic education and education-system strengthening. At the September 2026 verification point, the available sources establish programme rollout and early implementation more clearly than completed national learning outcomes.

INDEPENDENT EVIDENCE

What the Available Evidence Shows

The programme has a formal World Bank results framework with eight Disbursement-Linked Indicators covering teaching and learning materials, teacher practice, literacy and numeracy, classroom creation, out-of-school children, school grants and education-data systems. The programme also uses independent performance verification arrangements. However, the sources reviewed do not yet provide a completed independent impact evaluation demonstrating final changes in learning outcomes or access attributable to HOPE-EDU.

VERIFICATION NOTES

Programme information was checked against the latest identified World Bank restructuring record and the official HOPE-EDU programme portal in September 2026. The World Bank identifies HOPE-EDU as Programme P507001, approved on 31 March 2025 and effective from 26 February 2026. The May 2026 restructuring modified GPE financing allocations, disbursement-linked results and targeted interventions but did not change the programme development objective, closing date or institutional arrangements. Results Area 1 support was expanded from 30 to 33 states. Programme-wide eligibility for all 36 states and the FCT should therefore be distinguished from narrower state coverage for specific interventions.

LIMITATION

The evidence currently available is primarily programme monitoring, World Bank documentation and government/programme reporting. HOPE-EDU is still under implementation, so final impact evidence is not yet available. Some indicators are targets or disbursement-linked results rather than completed national outcomes, and intervention coverage can differ by results area and participating state. Independent longitudinal evidence on sustained changes in learning, enrolment, retention and education quality attributable specifically to HOPE-EDU remains necessary.
