REPORTED OUTCOMES

What the Programme Reports

NFWP-SU reports that, in less than a year of implementation, more than 44,000 Women Affinity Groups had been established with over one million women members who had collectively saved more than ₦7 billion. The programme also reports continuing Community Investment Fund activity and state-level implementation, including the September 2026 Ogun State flag-off of a ₦6 billion Community Investment Fund. These figures demonstrate reported programme reach, group formation and financial activity; they do not by themselves establish long-term changes in women's income, business survival, household welfare or employment.

INDEPENDENT EVIDENCE

What the Available Evidence Shows

The World Bank's NFWP-SU project documentation and audited financial reporting provide external oversight of the programme's financing, implementation arrangements and expenditure. The programme is also subject to monitoring and evaluation requirements. However, the sources reviewed do not yet provide a comprehensive independent longitudinal assessment demonstrating the scale-up's causal effect on women's income, enterprise profitability, employment, poverty or household welfare.

VERIFICATION NOTES

Programme information was checked against the official NFWP-SU programme website and World Bank project records in September 2026. The 6 September 2026 NFWP update reports more than 44,000 Women Affinity Groups, more than one million women members and more than ₦7 billion in collective savings. These are programme-reported implementation figures for the stated reporting point. World Bank records independently document the project’s financing, procurement and implementation framework under project P179447. Current group membership and savings figures should not be interpreted automatically as the number of women receiving Community Investment Fund support or as evidence of equivalent income or employment gains.

LIMITATION

The current evidence base combines official programme reporting with World Bank implementation and financial documentation. The 44,000+ WAG, 1M+ women and ₦7bn+ savings figures are administrative/programme-reported measures and do not constitute an independent impact evaluation. The sources reviewed do not yet establish the scale-up’s causal effect on women’s income, business profitability, employment, poverty or household welfare. In addition, group membership, savings, loans and Community Investment Fund allocations represent different measures and should not be combined without a defined methodology.
